Oil and Gas – Category A Project Drilling Activity for Timor Resources in Betano (Completed 2022)

Halona Serena Consultant Services successfully provided environmental consultancy and compliance support for a Category A Oil and Gas Project led by Timor Resources, focused on drilling activities in Betano, Timor-Leste. This project represented a significant milestone in our professional portfolio, as it involved high-level environmental assessments and close collaboration with stakeholders to meet the stringent regulatory standards set by the Autoridade Nacional do Petróleo e Minerais (ANPM).

The project was successfully licensed by ANPM and reached completion in 2022, showcasing our team’s capability to handle complex, large-scale projects within the Oil and Gas sector. Through this experience, Halona Serena strengthened its commitment to sustainability, compliance, and the responsible development of Timor-Leste’s natural resources.

Baseline Monitoring for ADB – East to South Coast Road Connectivity (Category A Project)

In collaboration with the Asian Development Bank (ADB), our team completed baseline environmental monitoring for the East to South Coast Road Connectivity Project, which also aimed at strengthening institutional capacity in the road sector. The project was classified under Category A, requiring comprehensive environmental diligence. Our involvement ensured the project met ADB and national environmental safeguard standards.

Environmental Licensing – Dili Central (Timor Plaza)

We successfully supported the Dili Development Company in finalising the Environmental Licensing process for the existing Dili Central commercial complex (Timor Plaza). This Category A construction project required detailed assessments and coordination with regulatory bodies to ensure compliance with environmental policies.

Environmental Licensing – Centro Lazer (Category B Project)

Our consultancy provided technical assistance in finalising the Environmental License for the Centro Lazer project, classified under Category B. The project involved detailed review and submission of environmental documentation to meet licensing requirements.

Baseline Monitoring – ADB Solar PV Project, Laleia, Manatuto (Category A)

Halona Serena conducted a thorough baseline environmental study for the ADB Solar PV Project in Laleia, Manatuto. As a Category A project, our work ensured that environmental risks were identified and mitigation measures proposed effectively.

We supported Origem Timor in preparing and securing the necessary environmental licensing for its coffee processing facility. The project focused on sustainable practices within the agro-industry sector and highlighted our adaptability in both industrial and agricultural projects.

Environmental Licensing – Oil Drilling Activity (SundaGas & Timor Gap, Chuditch-2 Well)

Currently, we are providing full environmental consultancy and licensing support for SundaGas and Timor Gap for their Category A oil drilling project at the Chuditch-2 well. The scope includes managing environmental compliance, impact assessment, and monitoring activities for this major oil and gas operation.

Environmental Support – Eternity Villa & Resort (Construction Project)

We are actively engaged in the Category A environmental management and compliance processes for the Eternity Villa & Resort, a high-end development project. Our services involve monitoring construction activities and ensuring environmental protection measures are in place.

Environmental Licensing – CBD 10 Block (A–D), Timor Plaza (Construction – Category B)

In collaboration with DCC, we are assisting with the environmental licensing of the CBD 10 development blocks (A–D) at Timor Plaza. This Category B construction project involves urban development and commercial expansion, requiring regulatory compliance and sustainable development strategies.
